Introduction

Purpose and Goal of the Naugatuck Public Schools District Literacy Plan 

The purpose of the Naugatuck Public Schools district literacy plan is to establish a comprehensive and cohesive framework that ensures all students develop strong literacy skills. By aligning evidence-based practices, fostering collaboration among educators, and providing targeted support, the plan aims to close literacy gaps and ensure that every student reads proficiently by the end of grade 2, setting the foundation for long-term academic success.

Our philosophy is that every learner in Naugatuck is empowered through active, equitable, meaningful, and culturally relevant educational experiences that foster both excitement and a capacity for learning. These experiences are created through a responsive, collaborative, and ongoing process of instructional practices that prioritize student voice, high expectations, and innovation. We cultivate a collaborative culture relentlessly focused on the competence and growth of every student, teacher, and leader, ensuring that all students demonstrate academic, cultural, and social-emotional competence. Together, we make our schools safe, engaging, and joyful communities where each child develops into our Vision of the Graduate.

Theory of Action for the Naugatuck Public Schools District Literacy Plan 

If we equip and empower the Naugatuck Public Schools literacy leadership team, teachers, and staff with deep knowledge of evidence-based reading practices and the tools to implement them effectively, then we will create aligned, coherent, and systemic approaches to literacy instruction. This collective capacity will ensure that all students receive high-quality, responsive instruction and achieve reading proficiency by the end of grade 2.
